What the diagnostic will not do
It will not quote a firm price from this page, invent a savings percentage, or recommend a platform before the procedure is mapped. Those come from a principal, in writing.

Asked before most first engagements
- Do we need a new e-procurement system first?
- No. If the procedure is not written, a new system will encode the same inbox habits. We start with the operating model. Platform work uses what you already own or are buying.
- What does the first engagement cost?
- Rates are proposed, not published. The diagnostic is sized to fit common municipal small-purchase thresholds so the first purchase can usually move without a formal solicitation.
- Will you quote savings up front?
- No. GAO published a 4–15% range on strategically sourced services — $2 million to $7.5 million if you apply that range to $50 million of buying. That is an illustration, not your number. We sketch staff-time cost from your volume and minutes. Recovered dollars are measured in the engagement, and we publish client figures only with approval.
