  • A playbook per path the agency actually uses
  • Threshold and Board-approval rules in writing
  • Crosswalk from legacy procedure to the new one
  • A guide staff can execute, not a binder that sits on a shelf

4–8 weeks

Numbering, records, and closeout

Every action carries an identifier from initiation through closeout, so reporting and audit do not require reconstructing a trail.

What you leave with

  • Identifier assigned at request, converted at award
  • Closeout defined as a required step, not an afterthought
  • A record the next buyer, auditor, or grantor can follow

8–16 weeks

Platform implementation

The operating model is built in the system the agency already owns or is buying — OpenGov or an equivalent — instead of remaining a slide deck.

What you leave with

  • Configuration that matches written procedure
  • Signature routing that respects existing authority, including wet signature where required
  • Reporting leadership can use without asking a buyer
  • Training so staff can run it after we leave
